The outer-most layer of the skin plays an important role in protection from bumps and grazes so needs to be firm but flexible. Skin that is moisturised performs this role exceedingly well. Many simple moisturisers do this very well, but the more advanced body firming moisturisers add extra moisture and keep it there using moisture-locking ingredients and a protective film on top to prevent moisture escaping.
